The 2008, 4th of July parade in Birchrunville is cancelled.

The police department will be placing an electronic message board on Hollow Road starting Monday notifying everyone the parade is cancelled. The Daily Local and Mercury will be running articles next week as well. Township Police will enforce no parking and other ordinances on July 4th to assure that all residents and visitors have a happy and safe holiday. Birchrunville 4th of July parade cancelled

WEST VINCENT - For the second year in a row, the Birchrunville Fourth of July parade has been cancelled.

The parade, which had been a tradition since 1976, was cancelled last year for the first time because of excessive mischief, township officials said.

Over the years, the rural parade through the village turned into a water-gun-squirt parade, supervisors said.

"It was a victim of its own success," said Supervisor Zoë Perkins.

Township resident Ben James, who has lived in West Vincent for 37 years, founded the parade. It started as a small 15-minute parade in which his children rode through the village on their cray-paper decorated bicycles, he said.

"There was never a committee or plan - only a time to arrive - and because of that, it evolved uncontrolled," James said.

Over the years, the parade changed and in 1990 James said he started decorating his garden tractor. The parade's length of time increased, too.

"It took me 20 to 60 hours to prep for a 45-minute parade," James said.

Then people started using water. People would bring huge containers of water on their tractors and people in the crowd would carry water gun pistols, according to James.

"It became a massive water fight," James said. "As a community, we decided it would be best to stop it."

In addition to the water, the township police received complaints from property owners living near the parade in 2006, according to Police Chief Michael Swininger.

In addition, between 2,000 and 4,000 people showed up in 2006, and there were many complaints of disorderly conduct, public drunkenness and drug-related offenses, Swininger said.

"It was certainly not designed to accommodate the crowd, and it became difficult," Swininger said.

After that, Swininger said a citizen group formed to make a recommendation for the parade and ultimately said it would be better if it was shut down.

"It's a shame, I'd love to see it come back," said Perkins. She said it was hard to balance some of the issues that came up and provide emergency services at the same time.

Supervisor Barry DiLibero characterized the event as an inspirational parade started by locals.

"That's what made it so cool," DiLibero said. In his opinion, he said, it never got out of control - it was just getting too big.

DiLibero said he remembered how people would fill the streets in Birchrunville.

"It's the way a parade should be," he said.

Supervisors' Chairman Kenneth Miller Jr. said the parade became something it never was intended to be.
